recording "Quality" for ATSC OTA recording

What (if anything) does the "Quality" setting (Best, Better, Good, Fair) mean when recording an OTA ATSC program?  Or is it essentially ignored since the OTA data is already MPEG encoded at a given bitrate?  I've noticed that the size of the DVRMS file I get is pretty much the same no matter what the Quality setting is set to for the recording.

When it comes to the OTA ATSC programs they will already be coming in at the highest available bitrate and this setting will be ignored.

    Thanks!

That's pretty much what I presumed.  BTW, I wasn't so much interested in getting "the highest available bitrate" in this case; I'm recording a few shows I want to play at 2X speed and lower bitrates actually work better for that.
