This update does not apply to your system

Ok so I installed (earlier in the week) TV Pack 2008 (x86) on Vista 32-bit and got it working. YAY FOR ME!
But I didn't do this on a fresh install of Vista.
I decided to format last night and do just that.
I installed Vista, SP1, updated everything fully then went to install TV Pack (and yes this is the final release, not beta) and I got the message This update does not apply to your system.
I am running Vista Ultimate on my HTPC. It gave me no problems earlier in the week.

Is this just a bug? Should I reformat and try again?
Should I slip stream it in? Can you slip stream this update?

I get the impression that you installed all the Windows updates before TV Pack and that is most likely your problem.  My impression is that you are going to need to do a clean install again and you should follow the PC Magazine directions.

I guess I don't get what I did wrong, seeing how I did exactly how PCMag said to do it.
    I installed SP1.
Tried to install the TV Pack got the error instead.
Then Decided since that wasn't going to work I would install the rest of the updates.
    That still didn't work.

Are you sure you had SP1 installed before trying to install TV Pack.  I have an original Vista DVD.  When I was dong this I downloaded SP1 myself.  Once I made the error of trying to install TV Pack and at least got a similar error which reminded me it had to be Vista SP1 installed as the first step.

Re: This update does not apply to your system

Yes I downloaded SP1 myself from Microsoft as well. Actually I did it from our MSDN subscription on the web. It did install and that is why I'm completely confused about this.
Maybe it was just a fluke but I've done this before, and many times.
I'll try a reformat and do it again.

One thing that is strange is that it (TV Pack) does look for updates after closing the EULA agreement and then states that the error after looking for updates.
